I have the honour to acknowledge the receipt of

Your Excellency's despatch of the 25th ultim regarding

the transmission of telegrams to the Peking Cabinet from Chinese resident in Hongkong.

As Your Excellency has already informed tho principal members of the Chinese Commercial comanity that they are at liberty to address the Chinese Government through the medium of the Government of Hongkong. I recognise that you may feel wxler the obligation to trans- mit such wessages, at your discretion, to His Majesty's Legation. At the same time, as the matter is one of some delicacy, I should fast prefer to await instructions from the Foreign Office, to whom the question will no doubt be referred by the Colonial Office, before coming to any definite arrangement.
